Abstract | Early childhood education and care (ECEC) has become a national priority in many countries. Governments across Europe and the Asia-Pacific region have placed considerable emphasis on the development of policy documents and national initiatives to improve the quality of services for young children and families. This paper presents findings from a study undertaken in Singapore to explore the perceptions of leading professionals on issues facing the early childhood sector and to gain their thoughts on how the quality of services and provision can be improved. Informed by a participatory methodological approach, the paper raises more questions than answers and highlights areas of concern to practitioners and stake holders including quality, access and role of government and governance in promoting the early years sector.
